Set in Houston, amid some of its oldest neighborhoods and the Houston Ship Channel, the film follows the exploits of Hardball, a charismatic vigilante. A loner with only one friend, his war buddy "Crazy" Tony, Hardball survives by using his unique skills to carry out "jobs" for the highest bidder. Most often, the highest bidder is the local police, who use Hardball to get at criminals they cannot arrest and convict themselves.
After completing one of these jobs, Hardball stumbles across a massive slavery/prostitution ring operating within the city. Although he initially tries to ignore it, Hardball finds himself bound to the criminals in more ways than he had realized. After witnessing first-hand the brutality of the people involved, he attempts to intervene on behalf of a woman who begs for his help. Hardball does not succeed and becomes himself a target of the gangsters.
When the crime lords bring the fight to Hardball's neighborhood and one good friend, Hardball swears to take them down. Over the course of the film, Hardball will encounter Russian assassins, Asian gangsters, corrupt police officers, greedy brothel owners, trained attack dogs, and one extremely unusual security agent. Nonetheless, when Hardball decides to take down an enemy, he means it. The movie builds to an explosive confrontation between Hardball and the leader of the crime ring, a menacing gang lord who goes by the name Fat Tiger.
